Libel

I have been the subject of a complaint made to the police. I have not been charged or arrested. The investigation is ongoing and (I am told) may take a while to complete. Suffice to say that I am 100% confident that the case will be dropped. Moreover I believe that the complaint is vexatious. My question is therefore does a complaint made to the police count as ‘publication’ for the purpose of a libel action?
